We can only suppose when administrators' going to set up the international system. But look at textdraws when you're driving to Fort Carson.
It means that administrators are working on it, so english-language players might play there.

When we decided to launch the international version we set ourselves a few goals. We needed to revamp some of the fundamental systems which define how our server works in order to make it easier for newcomers to stay with us. Most of them are taken care of by now and the most important change yet to come is a new PayDay system. As it's a vital element of the economy, it requires a lot of careful planning. It would be very helpfull for me. PayPal is very common system which is used on several server. I would ask you to do this payment system on net4game.

I currently live in the Netherlands, I have no problem with buying any services, just open polish bank account and there deposit currency in PLN. I think you come from Poland so I guess you have an account or re-open it if has been closed after emigrating to UK...
